Halmstad Municipality wanted to create a modern and coherent HRIT environment that both enhances the digital experience of managers and employees and the efficiency of the organisation. Through coaching and expert support to a customer-internal project group, feasibility studies and procurements of time, schedule and staffing systems, competence/learning systems, and payroll systems were carried out.


In this assignment, HerbertNathan & Co acted as strategic expert support and coach to the client's internal project managers and workgroups during a comprehensive digital HR transformation. The advice covered the entire journey – from strategy for the system landscape to the procurement of HR, payroll, time and staffing systems as well as competency and learning systems. As an independent expert advisor, HerbertNathan & Co contributed structured methods, tools and support materials that ensured quality in both decision-making and procurement. A central focus was on change management and skills transfer. Within the scope of the assignment, HerbertNathan & Co also led a joint workshop for the entire HR and payroll function with the aim of increasing understanding of Digital HR, strengthening competence and creating engagement ahead of upcoming changes.
Throughout the assignment, HerbertNathan & Co served as a close and continuous support to the project manager for HR's new digital platform. With a focus on quality assurance, structure, and knowledge transfer, confidence was created in decision-making throughout the process. The work resulted in a clearly defined and internally anchored roadmap as well as three successfully completed procurements of system support, where Halmstad municipality, as a bonus, has acquired new knowledge regarding negotiated procurement procedures.
