Strategy and preparatory work for long-term development of the system landscape and HR processes

The assignment in Linköping municipality began with a combined needs and market analysis aimed at creating a deep understanding of the municipality's current situation, challenges and future ambitions within HR. Through interviews, workshops and dialogues with various parts of the organisation, both working methods and collaboration forms as well as HR Master data and the existing system landscape were analysed.

The needs analysis became a central part of the assignment and made a significant impact on the organisation. It highlighted structural challenges, development opportunities and dependencies between processes, data, responsibilities and system support – and created a shared problem and target picture across organisational boundaries. The analysis work was then deepened through an option analysis, where different alternatives for future development were compared based on benefits, feasibility and long-term sustainability.

This was complemented with a roadmap and a benefit calculation that clarified both expected effects and necessary investments over time. As part of the assignment, we also developed a concrete plan for a number of activities aimed at further developing HR processes, strengthening collaborations, improving the management of HR Master data and gradually developing the system landscape.

The Result

A decision basis and a plan for HR's continued digitalisation and development journey

The result of the preparatory work was not only a decision basis, but also a clear direction forward. The work laid the foundation for Linköping Municipality to today carry out a larger internal transformation project focused on strengthening HR's ability to support the operation in a more cohesive, efficient, and future-proof way.
