The Swedish Board for Accreditation and Conformity Assessment (Swedac) is a government agency under the Ministry for Foreign Affairs with a complex mission within quality infrastructure, accreditation, market surveillance, and international cooperation. When the agency's contract for its financial system expired in spring 2025, Swedac faced an urgent need to both ensure continued operations and at the same time modernise its financial processes and system support. Negotiations during and after the summer of 2024 showed that a new contract with the existing vendor would be a challenge, which focused attention on managing a procurement and implementation of a new system at a high pace.
HerbertNathan & Co was tasked to support Swedac in leading the work on procurement of a financial system in accordance with LOU. The initial strategic work was based on the agency's organisational needs, system dependencies, and resource conditions. This included analysing the consequences of the current contract expiring and defining a realistic and time-critical implementation plan. The recommendation was to carry out a procurement based on a "negotiated procedure" focusing on secure cloud service, standard processes and rapid procurement and implementation. In addition to establishing the strategy, HerbertNathan & Co was to assist in the design and execution of the entire procurement of a new financial system.
The assignment led to a successful and very efficient procurement and implementation. The procurement could be completed in a very short time (3 months) thanks to good planning and that all vendors were very accommodating to provide system demonstrations and participate in negotiations within the given timeframe. The result was a modern, cloud-based financial platform from Xledger, which simplifies working methods and makes financial work more efficient, strengthens data quality and frees up time for the agency's core mission.
